Sonja N. Hines, Chief Executive Officer
Ms. Sonja N. Hines’ distinguished professional career spans two decades, with recognized expertise in Occupational Safety and Health. She has supported several government agencies including Sandia National Laboratories, the Federal Aviation Administration, Aberdeen Proving Grounds and National Aeronautics and Space Administration (NASA). In her role as President and CEO of H&S, Ms Hines is responsible for the overall direction, growth, and solvency of H&S Resources Corporation; including management oversight and operation of all contracts, business development and marketing for new business opportunities, as well as reconciliation of all financial accounts.
Her previous roles ranged from program-level safety engineering to Quality Control and Safety Manager. Ms. Hines’ professional experience includes developing and implementing Safety and Health Plans, chairing site safety committees, and monitoring performance on government contracts.
Ms. Hines received a Bachelor of Science in Industrial Technology from North Carolina Agricultural & Technical State, where she focused her undergraduate studies in Occupational Safety & Health. She completed graduate studies and received a Masters Degree in Safety and Systems from the University of Southern California. Ms. Hines participates in continuing education programs, leads seminars in Occupational Safety & Health, and is responsible for implementing H&S’ corporate training programs.
Thomas J. Scanlon, III, Chief Operating Officer
Mr. Tom Scanlon has over 30 years of experience in the management of construction projects, operations and maintenance of government facilities, job order contracting (JOC), business development, fuel storage and distribution, and job costing. As Chief Operating Officer he oversees the operations by directing and coordinating activities consistent with established goals, objectives, and policies. Mr. Scanlon provides direction and structure for H&S programs, operating units and budgets, and advises the Sr. Executive Team.
Mr. Scanlon holds an Associates Degree in General Studies from Northern Virginia Community College and a Bachelor of Science degree in Business Administration from Strayer University, graduating Summa Cum Laude.
Ralph Gaston, Chief Financial Officer
Mr. Ralph J. Gaston has over 40 years of experience in the design, development, management and control of business processes and related systems with multiple responsibilities and positions including CFO, Senior Financial Manager, Business Manager, Contracts Manager, Senior Consultant, Business Analyst, Process Analyst, Data Modeler, Data Analyst, Systems Engineer, Release Leader, Chief Engineer, Programmer, Performance Metrics and Forecasting Analyst.
Mr. Gaston is adept and comfortable contributing to strategic direction or tactical implementation in roles as varied as team lead, mentor, coach, team member or individual contributor in customer facing and back office roles at corporate, divisional, program and project levels.
Mr. Gaston holds an MBA from University of Maryland University College and an BS in Accounting from LeMoyne College.
J. Keith McMorris, Chief Human Resources Officer
Keith McMorris has over 20 years of experience as a human resources professional. He has led HR initiatives in varying industries i.e., Fortune 500 corporations, for-profit, not-for-profit, State/local government.
Prior to joining H & S, Keith was an HR Leader with the federal government from 2014 – 2017. Prior to this he held a position in the government contracting arena when he served as a Vice President of Human Resources (CHRO) for Valor Healthcare, where he set the strategic direction of the organization’s HR & Administrative functions. He served in this role from 2010 through 2013, when the organization was acquired by Humana.
Between that career milestone, and his transition to a federal role, Keith volunteered, under a Veteran’s Volunteer Program, as a Special Advisor to the Director of the HR Division of the USDA/FFAS division.
Keith holds doctoral degrees in Organizational Psychology and Leadership Development and Management, with an MBA in Organizational Development and a Bachelor’s degree in Business Administration. He is fluent in French, and conversational in Spanish, Portuguese, and Japanese.
Buck Buchanan, Vice President of Operations
Mr. Buchanan is a Desert Storm era Army veteran with over twenty five years of professional experience with expertise in construction and facilities maintenance. Within those disciplines he has developed years of expertise in project and operations management. He directs the H&S management team with oversight and direction on all H&S contracts. Mr Buchanan holds a degree in Electrical Engineering, a Master in Business Administration as well as an Electrical Masters License in the states of VA and MD.
He is a proud husband and father of four and enjoys hunting, fishing, and riding his Harley when given the opportunity.
Allison Blango, Director of Business Development & Support Services
Ms. Allison Blango brings over 20 years of professional business expertise to H&S Resources as our Director of Business Development and Support Services. As part of the H&S Senior Staff she directs the business development, and supports the operations and administrative divisions with her expert knowledge of government contracting. A member of several business organizations Ms Blango is a member of the North Carolina Defense Business Association and proudly serves as Secretary of the Membership Committee. She attended North Carolina State University and remains an avid Wolfpack fan.
She is a proud wife and mother to three ambitious young adult children. In her spare time she enjoys spending time with family and friends and supporting the arts.
